This is true assuming one's case was designed and built for proper air flow. A computer case with many fans sucking air in, with pushing air out will accumulate dust on the computer components quicker. Believe it or not dust will also tend to collect quicker on the components when the is reverse pressure like a vacuum, such as when many fans push air out of the case rapidly.

Additionally, the use of a household vacuum (with plastic nozzle) has been useful and safe for my computers too.
