I'm posting an update about this because I have found a
workaround. You need to make sure that you are not passing any lv3
option to X. Three places you should look at:
/etc/default/console-setup
/etc/X11/xorg.conf
your KDE "Regional and language" configuration
To check if X is running with a lv3 option enables, try
setxkbmap -print
