I just want to mention that I've got precisely the same problem, just
with a very different package, namely, python-apt - including the
statement 'Package is in a very bad inconsistent state - you should
reinstall it before attempting a removal'.
(aptitude on sid.)

The package can't be upgraded, downgraded, put on hold, removed or
whatever, and it prevents other packages from being upgraded.

Synaptic does manage to upgrade the other packages, but python-apt
remains a problem for Synaptic.

Maybe this sheds some light on the problem.

I think I'll just await the next version and see if that brings
improvement, and if not, fortunately I've got a backup of Sid from
a few weeks ago.
