I didn't know about the bug reports at freedesktop.org.  Bug 17713
seems to have nice explanation for the problem in the comments.  

It seems to be an issue with the Intel chipset that may be fixed by a
later version of the Intel driver.  I'm out of my depth on this, so
see this bug report for details.
