This has just been reported as bug #548848¹.

In my amd64 sid chroot, I installed cupt and ran "cupt safe-upgrade"
which worked fine. Probably you can also use dpkg directly to install
the packages:
# dpkg -i /var/cache/apt/archives/*perl*5.10.1-3*.deb
