On the other hand, this is a continuous upgraded system at least since woody, no fresh install.
Maybe that's why there was no 00local file at all until now. 
And the line you told me is nowhere in the other files, too.

So i created the file, the folder lists now:

/ r: ls -1 /etc/apt/apt.conf.d/
00local
00trustcdrom
01autoremove
70debconf
99-localepurge

Still, at some point in the past, after the apt.conf.d scheme was established, some upgrade of the atpitude package could have created that rule, no ? At least as option via debconf question.
