There is a dependency problem, the new sysv-rc depends on the new insserv,
but that package breaks the old sysv-rc.  There surely is a reason for
that, but I don't know all the details.

IIRC, when I did it, dpkg told me that it deconfigured sysv-rc because
of the "Breaks" field (I think apt passes "--force-breaks" to dpkg).
This was only temporary, and after the new insserv package was
configured, sysv-rc was also configured again.

Given that the old sysv-rc package has no prerm script that could do
nasty things when dpkg deconfigures the package, there is probably
little to worry about.
