If the content of the DVD is 'encrypted' the software you use has to
decrypt it in order to be able to play it. For proprietary OS there are
different players with (probably?) different implementations of the
decryption. For debian there is libdvdcss2 (as pointed out before).

I have never heard of any other software that could play encrypted DVDs
on debian.
