Well, sometime the VPI/VCI value had to be correct for your ISP especially if the router is not provided by your ISP. I had a problem once connecting with DLink router with its default setting.

it:

Shouldn't it be Modem ----> Router -----> Computer/s

But that might only be for satellite and it works.
