Yes.  Some libraries will hang around for a while, as will non-ported 
applications, but KDE 3 is on its way out of Debian.

As far as a meta-package goes, choose your poison:
kde-minimal
kde-standard
kde-full

You can also install individual applications or libraries as KDE4 is just as 
granular as KDE3.
