I don't know if this is possible, no mouse cursor and mouse cursor at
the same time... I guess this would also lead to rather unpredictable
results, as the mouse would still select text etc. but you wouldn't have
a chance to know in advance which part...

You might want to look at unclutter. It will hide the mouse curser after
a predefined period of inactivity (subseconds possible). The mouse
pointer will be available and visible when you move the mouse. Note that
unclutter is typically configured on a per-user basis, not on a system
basis.

$ man unclutter
unclutter - remove idle cursor image from screen
