I'll assume you are using gdm then.  However, xdm, gdm, and kdm can all start 
Gnome, KDE, or an arbitrary X session.  I use gdm to start my KDE sessions 
because it's easier to find themes.

Anyway, I don't use Gnome, but ISTR that the configuration for gdm is 
available as a configuration application called "Login Window" or similar.  
You'll need to enable (or un-disable) root login.  By default, gdm does not 
allow root to login to X.
