I run Sid/amd64 as well, I upgraded this morning, and I have no problem
rebooting. (The system starts dirmngr and then moves on without delay to
exim4 and beyond.)
Can you break out of the dirmngr initialization with CTRL-C? (press and
hold CTRL, then press "C")
Can you boot into single user mode and disable dirmngr?
