Yes, d-s-a is important (even if you're not connected all the time).
The most important DSAs (Debian Security Advisory) are also mentioned
in DPN, but people might have different views on what is important.
Besides, the list is pretty low trafic. The Securing Debian Manual[1]
is also a good resource,

As far as I know the German translation of the website is in pretty
good shape. All you have to do is set the preferred language in your
browser[2] and all pages will display accordingly.

debian-community.org seems to be the best place for it. I don't see why
it wouldn't be accepted.
