Maybe apt-listbugs isn't showing any output because exim4-daemon-light
is only half configured. There have already been a few posts about
exim4-daemon-light not installing properly. Do you know how to see if
there are any open bugs against a package? Usually, there is a fix in
the bug report.

mmm, since I'm not at a lenny machine at the moment, I hesitate to steer
you crook, but I would check if it is ok to install exim4-base from sid
(check dependencies to see if it will pull in half of sid, for example)
Although there is a mention of lsb-base being the culprit, there is also
a mention of exim4-base -- so check the bugs against them and hopefully
the fix will become more clear.
Let us know how it goes.
I see you still have 29 packages not upgraded. Pick one of those, and
try an apt-get install on it, and you should see apt-listbugs in action.
