I created a chroot for sid which currently carries the same versions of
maxima (5.13.0-3.1), gnuplot (4.2.2-1). I am able to reproduce this problem
in that chroot. I think it is a bug in maxima. Please consider reporting
it.

Yes, I think maxima should just depend on gnuplot-x11 (unless upstream has
changed their requirements in the latest versions.
