Not necessarily. Take something like 'reportbug installation-reports'.

A little google  on the list archives reveals that apparently
greylisting is implemented on lists.debian.org.
The fact that we still get spam just demonstrates, that greylisting (or
any other measure) is not perfect at fighting spam.
