Debian does not install any programs in home directories, so there is no 
need to add the ~/bin to PATH.  If you want binaries in ~/bin, then it 
is perfectly fine to modify your PATH via your shell startup files 
(.bashrc, .profile, .cshrc, .tcshrc etc).
