Anonymizer (http://www.anonymizer.com/) might do the trick, if you're willing to pay for the appropriate level of service. Their contact address page (http://www.anonymizer.com/consumer/support/) lists a US phone number, and their FAQ (http://www.anonymizer.com/company/about/anonymizer-faq.html#q20) says they maintain ``a large pool of IP addresses'', so I suspect you could sign up with them, so long as they pass on the protocol you need.
