I can tell you how I do it.  If I don't want a USB drive mounted, then I
click the do nothing button and kde just puts a device icon on my
desktop so if I want to later mount it, all I have to do is just right
click on that icon and say mount.  When I am done, I can unmount it, and
if I unplug it, the icon disappears.  Quite simple.

Now of course I have modified kde's settings a bit to do this, but that
is simple to do through kcontrol.  Desktop > Behavior > Device Icons
