Did you install MediaWiki from a package, or did you download the tarball from
the MediaWiki website and install it? If you install from tarball, the installer
will indicate where there might be permissions or other problems. Eg
LocalSettings.php should be owned by www-data.

I have MediaWiki running happily on Etch using Apache2 with Virtual Directory
Support disabled.
