If she downloaded 20 CD's the shie is probably using Etch.

I asume, that she has used the first CD to install the base, X and
OpenOffice.org (she has written it) and now she want to install
ADDITIONAL software

Penny should run 'apt-cdrom add' on each CD she has downloaded.
