Install the package "linux-headers-2.6.18-4-686". Whenever you want to
compile a driver that is supposed to be loaded into the kernel you need
the linux-headers-* package for your running kernel.

Also have a look at the "apt-file" package. It allows you to this:

$ apt-file search /lib/modules/2.6.18-4-686/build
linux-headers-2.6.18-4-686: lib/modules/2.6.18-4-686/build
