I think that most media players will do what you want, assuming that you
mean listen to a radio station's stream over the internet.  I use VLC.

If you mean access a radio tuner card, again I _think_ media players
also do that but I'm less certain.  I _am_ quite certain that if they
don't, there will be an appropriate package in the debian repository.

Once you start using internet media streams, you get into the
possibility of propriatory formats.  The libraries that let you access
those are not in the standard debian repositories.  See
http://www.debian-multimedia.org.  You'll need to add a line to your
sources.list and download the apt-key and install it so that your apt
will trust it.
