Yes, Michael, problem user cannot start using startx.

Since there is a possibility that it may involve groups here are the two users (renamed).

bruce@debian-etch:~$ groups problem
problem : problem dialout cdrom floppy audio video plugdev netdev powerdev
bruce@debian-etch:~$ groups bruce
bruce : bruce cdrom floppy audio plugdev
bruce@debian-etch:~$

If it is a  permissions problem, dpkg-reconfigure might be the culprit.
