No, but they didn't charge the US+allies with enforcing them. See [1,2].
To quote from The Charter of the UN:

take such action by air, sea, or land forces as may be necessary to
maintain or restore international peace and security. Such action may
include demonstrations, blockade, and other operations by air, sea, or
land forces of Members of the United Nations.

The US never waited for the Security Council to consider anything.
Article 41 is about non-military intervention (embargos etc.)., ie. the
kind of resolutions you talk about.
