I agree.

We have a similar fee here in Germany. But the difference is: In Germany
it is perfectly legal to make a personal copy of a CD/DVD and give it to
a friend or relative. Or to borrow a CD/DVD from a friend or relative
and make a copy.

One may still argue about both justification and 'fairness' of the fee,
but at least you get something back: the legal right to copy copyrighted
material for personal use.
