This sounds more like a configuration issue, but I still think it's a
good idea to file a bug. You can use the reportbug tool for this.

If you mean missing man pages, there's a list of them here[0], but I'm
not sure if it's up to date. There's also a script here[1] to help you
find missing man pages in packages you already have installed.
