you can 'apt-get install reportbug' (if its not installed) and use it to
report bugs. This is the normal procedure for any bugs in debian. The
only exception are issues with new installs or stable->stable upgrades.
so, 'reportbug PKGNAME' is what you'd do. 'man reportbug' for more info.

AFAIK one only reports bugs in individual packages.
When the OP states 'reporting upgrade problems with the unstable distribution (sid)', clarification is needed: *what package*?

Previously Sid problems were addressed in this list, but sometimes the cause is not clear.

E.g. I have xmms (Sid) segfaulting in 2.6.21-sd046 and not in 2.6.20-7-sd046, is that a result of xmms or "something else"(TM). Not clear... ;-)
