but just remove both 010_wacom.rules and wacom.rules
LEAVE, z60_xserver-xorg-input-wacom.rules has everything you need in it.

You shouldn't. I completely ignored the fact that
xserver-xorg-input-wacom needed to be installed. (man, I should have
caught that)

No... you only need the z60 installed from the xorg-xserver-input-wacom
package.
If you look at the z60 files you'll notice:
KERNEL=="event[0-9]*", SYSFS{idVendor}=="056a",
SYSFS{idProduct}=="0062", SYMLINK+="input/tablet-volito2-4x5"
So, it seems the device file is:
/dev/input/tablet-volito2-4x5
I guess they were trying to do things to well for you.
Try you diags on the new device file. see what you get. Then change
you /etc/X11/xorg.conf to reflect this new device.
Reboot see what happens.
