Hell, lots of people are missusing that phrase.
Which begs the question: Are they wrong?

It raises the question. And the answer is yes.

Everybody behaving in a certain way does not make it right. Just as everybody thinking something does not make it true.

Don't forget to check that your /etc/apt/sources.lst entries point to
etch and not testing, otherwise you may end up with a broken system once
etch goes stable.
