Using apt pinning is not for the faint of heart.  Also, as you pointed
out in another message, can become problematic when the package is
updated and depends on newer libraries.  Let me encourage you to go the
from-source route.  I have written a HOWTO on customizing Debian
packages:

The content is equally applicable to backporting (which is what you want
to do).  You don't need to install tons of -dev packages and you can
always be sure that the resulting package will depend on versions of
libraries already present in Etch.
