Portland's full, it's better to emulate.  The secret behind this is if
enough people keep going to city council enough times asking for the same
things, eventually it gets done.

2 on the bus, and between 2 and 8 per train car depending on the floorplan. 
That's usually plenty since cyclists tend to go shorter distances
preferring to get off and catch up to the next one ahead at transit
centers, which tend to be choke points as people make transfers.
