Considering that humanitarian often takes the form of on government
pledging support to another government and their people, the military is
the *best*, if not the only way of accomplishing that.

I'd be interested to know if you have a recommendation for the US
government (I am not talking about Red Cross or other NGOs) can deliver
humanitarian aid around the world without involving the military.
