It is still available in Sid, which should work OK on Etch.  Or you can
backport it yourself.

The would require you to go through the whole process of creating a
proper Debian package.  Personally, I think that is better, because
checkinstall is really an ugly hack for all but the most simple
packages.

No.  The purpose of cvs-buildpackage is to build Debian packages from
Debianized sources maintained under CVS control.

I think you would be best served by creating proper Debian packages.
