In etch it still exists, but since it is not essential you might have removed it and hence don't find the executable. Or did I miss something. At least "apt-cache show base-config" shows: "Description: Debian base system configurator This package handles setting up the Debian base system. It contains the configuration program you see when you install Debian for the first time and boot up your new Debian system. .
