To upgrade to the next version of Debian one edits /etc/apt/sources.list,
runs 'apt-get update', and uses 'apt-get dist-upgrade' (or the equivalent
commands for other apt front ends).  'apt-get upgrade' is intended for
upgrading all packages in your current distribution to the most recent
versions.  Dist-upgrade is more aggessive and will remove packages if
necessary.

You can do "rolling updates" when running Testing or Unstable.
