Hi tom, 

$ apt-file search libcairo.a
libcairo-directfb2-dev: usr/lib/libcairo-directfb/lib/libcairo.a
libcairo2-dev: usr/lib/libcairo.a
$ apt-file search libcairo.la
libcairo2-dev: usr/lib/libcairo.la

this would indicate that these files are from 'libcairo2-dev'.
