I know this email is over a year old, but no one responded ever.  I've search
for this problem and found the answer three times in the past year or two, so I
thought it would be worthwhile to have the answer in the archives:

For me, this error was caused by Mailman dying.  The pid file was still there. 
logrotate tries to kill the PID in that file, but Mailman has died, so there is
no such process.  The solution for me was to restart Mailman.
