Phone's USB address problem

Hello there,

I am having some problem with the USB address.

I use the GPRS as my main internet connection & debian upgrade. But
some times my mobile's USB address change to /dev/ttyUSB0 to
/dev/ttyUSB1

Is there any way to lock the USB address for this.

I am using Siemens SK65.
