I've never used the Acquire::ftp section of apt.conf. Instead, I set
the http_proxy and ftp_proxy environment variables like in this example:

    export http_proxy=http://localhost:3128
    export ftp_proxy=$ftp_proxy
    apt-get update
    apt-get install ...
