[bug or just us?] nic gets apipa address instead of configured static



hi, 

we are running two pcs with debian etch which we keep up to date. both have
one strange problem: after booting the nics get assigned an apipa address
instead of the static one from /etc/network/interfaces. 
the strange thing is that the boxes are available as usual, access to and
from the network is fine, either to hostname or (static) ip. 
once i restart the network the static address is assigned (accessible via
ifconfig).

i have already tried to search for others who might have the problem,
whether there is an open bug with this problem, or even for a solution. i
also posted in a debian forum. none has been succesful yet. 

both pcs have been running at least sarge without these problems, one has
been running ubuntu without troubles too. 

only on pc 1:
the first strange thing we noticed was when installing etch it offered us
two nics, one called something like "ethernet" one "nvidia". there is only
one nic in this pc, though. the first choice did not get the dhcp, the
second one did. no other system, neither sarge nor ubuntu, dsl or anything
ever had any of these problems. this occured with an older install-cd as
well as with d-i rc1.

the other symptoms are the same on both pcs.

any help is very much appreciated, also whether i should possibly file a
bugreport upon this.
