Yep, same here.  But, I figured it was because I didn't install the
entire kde system, and to be honest I wasn't going to install the 338
packages it would take to find out.  Like you it starts fine, but
presents a totally blank left panel.

Here is what apt says I have:
kcontrol:
  Installed: 4:3.5.5a.dfsg.1-1
  Candidate: 4:3.5.5a.dfsg.1-1
  Version table:
