An installed copy of debian is always upto date, if you've updated with
apt-get / dselect / aptitude. There are also gui apps to keep updated but I
don't have much experience with those.
The above mentioned update is to the install cd's. They update the packages on
the cd so those doing a new install have the updated packages right away
instead of needing to download all the updates from security.debian.org.
