Same reason it doesn't install a 686 kernel all the time.

It is a Safe Choice, that can be tweaked later one. To be honest, unless
you are really using these K7 or 686 instruction sets to the fullest a
486 kernel will be nearly 99.99% as fast and work just as well.

Like I said situations like: HyperThreading, 4+GB memory, Advanced
Architecture without legacy mode (PAE), etc... it won't really matter a
lick.
