Check if the /etc/dbus-1/event.d/20hal script has the right md5sum:

$ md5sum /etc/dbus-1/event.d/20hal
26a95a599607bb3bacd616ee203e839e  /etc/dbus-1/event.d/20hal

Also check if there are any weird options defined in /etc/default/hal.
