Hi TL,
There are total number of @debian.org addresses (the Max)(M) and then there
are the total number of active DD's(A) and then there are those that have
been active in Etch(B) where M > A > B. There is also the issue of
non-DD contributers(Debian maintainers, translators). While they are not
DD's, they 'contribute' to Debian's success. It was also recently
pointed out that a select few join as DD's , add one package and then
become more or less inactive excecpt for bug reports on that one
package vs. those who help out with more things (team maintainership,
translations, Debconf event work, become AM's,...).

ps. just out of curiosity your name seems 'tibetan', if so, have you
tried the bhutanese DzonghaLinux cd which uses tibetan.
