yes, that's exactly the problem with the cookie path; I had finally come to the same conclusion.
I also filed a bug report, http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=391493, since the default should be corrected from /horde to /horde3 I guess (I lost a lot of time to figure it out)... since /horde3 is the default installation path.
