When you receive a copy of such a package you are being offered a GPL2
license.  The string just means that if you redistribute you may specify
GPL3 if you so choose.  If you do not do so when you redistribute your
customers are offered GPL2 licenses just as you were.

No Linux distribution of any significance is going to switch "any later
version" packages that it distributes to GPL3.
