As far as the main menu: The yellow tooltip comments that come up are specified in the program's desktop file (*.desktop) that appears in /usr/share/applications. Whoever is responsible for providing these desktop files as part of the program determines who designed those comments to appear as they do.
BTW, the menus can be edited (on a per user basis) using the "Alacarte Menu Editor" under the Applications->Accessories menu. To change things globally, you'd have to manually edit the desktop files in /usr/share/applications. Cheers.
